A Material Safety Data Sheet, now termed a Safety Data Sheet, answers a different question from a safety assessment. A CPSR establishes that a cosmetic is safe in use; the SDS communicates the hazards of handling, transporting and storing a substance or mixture, and is governed by Article 31 and Annex II of Regulation (EC) No 1907/2006 (REACH), with hazard classification under Regulation (EC) No 1272/2008 (CLP) and the Globally Harmonised System.
It is required where a product moves through the supply chain as a chemical substance or mixture rather than a finished consumer cosmetic: in bulk to a contract filler, for freight and customs declarations, for transport classification under the ADR rules, and for the workplace duties of those handling it at volume. The sixteen-section format of Annex II is mandatory, covering identification, hazard classification, composition, first-aid, fire-fighting, handling and storage, exposure controls, toxicological and ecological information, and disposal and transport.
